Murphy expands congressional lead

Democratic candidate Scott Murphy has inched a littler closer to victory in the 20th Congressional District after he took a 365-vote lead on Wednes-day.
While the lead in the race has gone back and forth between Murphy and
his Republican competitor Jim Tedisco since absentee ballot counting started, it may all come down to 1,800 ballots that are currently being contested. Of the contested votes 810 are from registered Democrats, Green Party and Working Families Party, and 653 votes are from registered Republicans.


The two candidates squared-off in a special election on March 31 to determine which candidate would replace Democrat Kirsten Gillibrand, who was appointed to fill Hillary Clinton's role as U.S. Senator after she was named Secretary of State in the Obama Administration.

The victory would be a big win for the Democrats who will have won their third straight election in a district that has traditionally been a Republican strong-hold.

Sailor charged with possession of child porn

Saratoga Springs police arrested a sailor and charged him with two felonies for possessing child pornography.

First Class Petty Officer Andrew Koskovich, 25, of 3 Bay Dr. Apt. D, was arrested on Wednesday and charged with two felonies in City Court for promoting a sexual performance by a child and possessing a sexual performance of a child. He was also charged with a misdemeanor for criminal possession of a weapon, police said.

The arrest came as a result of an investigation by the Internet Crimes Against Children Task Force and the New York State Police Computer Crimes Unit.
Koskovich was released after posting $5,000 bail.

Spa City throws support behind universal health care


The Saratoga Springs City Council approved a resolution that would support the federal government's push to create a national universal health care act on Tuesday, April 21.

The United States National Health Care Act (H.R.-676) was first introduced to congress on March 31 by Representative John Conyers Jr. If the act passes congress, it would allow for the creation of a universal single-payer health care system in which the government would provide every resident health care free of charge.

Commissioner of Accounts John Franck brought the resolution that passed by a 4-1 vote before council members. Commissioner of Finance Kenneth Ivins Jr. was the only member of the council to vote against the resolution.

Ballston Spa Board of Education adopts $70.5 million budget

The Ballston Spa Board of Education unanimously voted Wednesday evening to adopt a $70.5 million budget for the 2009-10 school year.

The budget represents a .46 percent increase over last year's budget and will include a 1.9 percent tax levy increase. The budget also includes $2.2 million in state aid from the federal economic recovery package.

Members of the public are invited to a public hearing on the budget at 7 p.m. on May 6 in the high school's library.
 
Stillwater fined by DEC over water and sewer issues

The village of Stillwater has been fined $758,000 by the state Department of Environmental Conservation.

The fine is in response to a 2008 consent order to address water and sewer issues in the village. The village had previously signed a March 18, 2008 consent order that required the village to meet specific deadlines in the clean-up of the water and sewer issues to meet certain environmental standards.

The fines include $227,000 for failing to stop illegal discharge into the Hudson River by Nov. 30, 2008, and $531,000 for failing to submit an engineering report on its wastewater system by June 30, 2008.

Village officials say they were working on the problems before they discovered low levels of PCB's in three of six wells that the village gets its water from.

The village is now looking at spending $5 million to replace water in the wells with Saratoga County Water Authority water.

The village has until April 29 to pay the fines. The village could also face a fine of up to $4,000 per day if the village fails to begin complying with the order.

Luther Forest seeks consultants

The Luther Forest Technology Campus Economic Development Corporation is currently seeking consultants to advise them on the expansion of the industrial park.

GlobalFoundries is close to purchasing 222 acres to build its future computer chip plant, but the campus will still have close to 400 acres of land for future development. The remainder of the land on the 1,414 acre campus has been slated to remain open land.

The park currently is under construction to build road, water and sewer infrastructure for future development.

"Construction at the campus is a top priority now and LFTC is eager to ensure we identify and select proven experts with the insight and drive essential to guide the development of the most advanced technology campus in the world. We are eager to have input on how to best develop future construction projects and this RFP is another key step to transition LFTC from a promising plan into a highly desirable place for leading technology businesses to locate. This is a great opportunity for the community to be involved in the process at Luther Forest and we are excited to tap their expertise," Michael Relyea, LFTC president, said in a press release.

Luther Forest intends to have one or more consultants on an as needed basis to help provide expertise on real estate development and construction management.

Proposals will be reviewed in the first week of May and selection is expected within one to two weeks. They expect work for accepted bidders to begin in mid to late May.
