Spa City looks to cut $3 million from budget

Commissioner of Finance Kenneth Ivins Jr. is calling for nearly $3 million in budgetary cuts after Saratoga Springs City Council was forced to re-examine this year's budget after $1.89 million in expected VLT state aid was pulled, officials say. The Department of Public Works, Public Safety, the Mayor's Department, Recreation, Finance and Accounts are all targeted for the proposed cuts.


Of the aforementioned departments, the Department of Public Safety has been targeted for the largest cut, with Commissioner Ivins requesting that they remove $1.3 million from their current budget proposal. The large cut is partly in response to the department's performance last year, when $600,000 of the Public Safety budget went unused.

The next largest cut being considered is from the Department of Public Works, which is being asked to reduce its budget by $361,560.

Following the Department of Public Works is the Mayor's Department, with $91,125 in proposed cuts. The Department of Recreation is expected to cut $76,853 from its spending; the Department of Finance will trim $66,090; and Accounts is expected to cut $41,278.
Each department is being asked to consider the proposed cuts and decide where they can best afford to reduce their own spending.

Murder charges brought against Greenfield resident

Mark Stutzenstein, 46, of 2372 Route 9N, Greenfield, has been charged with second-degree murder, a class-A felony, after allegedly stabbing a tenant in his apartment building, Arthur L. Jackson, 41, in the abdomen with a hunting knife. He is also being charged with fourth-degree criminal possession of a weapon.

Reports from the New York State Police Department indicated that Stutzenstein and Jackson were involved in an altercation around 10 p.m. on May 21 that resulted in Jackson's death, although the reason behind the fight is still under investigation.

Initially, Stutzenstein was charged with first-degree assault. Jackson was taken to Saratoga Hospital for emergency surgery, after which he was listed in critical condition. Jackson died from the stab wounds on Friday evening around 8 p.m., escalating the charges against Stutzenstein to second-degree murder.

Stutzenstein was arrested on Saturday, May 23 without incident, and is being held in the Saratoga County Jail without bail. He is expected to return to Greenfield Town Court on
July 27.

Waterford man arrested twice for sex crimes and child endangerment

Zachary A. Jackson, 30, of 27 Broad Street in Waterford was arrested twice on Sunday, May 24 - first for endangering a child, and then again later in the day for alleged sex crimes.
Jackson was first arrested shortly after midnight on Sunday after police found him intoxicated sitting near Lock 2 with his children. The children, ages 2 and 8, were handed over to a family member, and Jackson was released after a court appearance was set for May 28.

Later that morning at 6:14 a.m. Jackson was arrested once again, this time charged with first-degree rape, first-degree sexual abuse, third-degree assault, unlawful imprisonment, sexual misconduct, endangering the welfare of a child and forcible touching. The charges are all in regards to an incident that allegedly occurred on Saturday evening.

Jackson, who was previously convicted on May 12, 1999 in Oregon for a felony sex offense, is listed as a level three sex offender, and one who was suspected of having a high risk of becoming a repeat offender.

Jackson was arraigned in Waterford Town Court and is being held at the Saratoga County Jail.

Greenwich teen found dead

Morgan P. Harrington, 17, of Ryan Road in Greenwich has been identified after state police found the teenager dead in his home on Sunday, May 24. The cause of death is still unknown, pending the toxicology results from the autopsy report.

Harrington's death is currently under investigation by the Washington County sheriff's office and the New York State Police.

Gremillion named Saratoga Race Course operations manager

Kevin J. Gremillion has been named as the Saratoga Race Course operations manager by the New York Racing Association, a position specifically created for the upcoming track season. Formerly a senior associate for Alvarez and Marsal, a management consulting firm in New York City, Gremillion will be charged with financial management, administrative planning and overseeing the daily operations of the race track.

Among the projects Gremillion will be overseeing will be the plans for new workers' living quarters, projected to cost $30 million. He will also be in charge of a proposed plan to renovate restaurant facilities and install luxury seating at Saratoga's clubhouse.

While working with Alvarez and Marsal, Gremillion assisted contractors and laborers in a $10 million effort to rebuild schools in New Orleans after Hurricane Katrina struck in 2005. He holds a master's degree in accounting and business administration from the A.B. Freeman School of Business at Tulane University in Louisiana.

Trophies awarded for 'Bike to Work Challenge'

In response to Saratoga Healthy Transportation Network's first annual 'Bike to Work Challenge,' geared towards encouraging employees to ride their bikes to work on May 15, the organization presented trophies to those businesses with the highest

percentage of employees involved in the effort. Awards were separated into two categories - those businesses with more than 10 employees, and businesses with fewer than 10 employees.

Taking home the highest honor from the former category was Serotta Competition Bicycle Factory, with 17 of 21 employees participating in the challenge. The company was awarded the 'Gear Head' trophy.

For business with fewer than 10 employees, Temple Sinai was awarded the 'Chrome Crank' award for their participation.

A tie was announced between Quad Graphics and Empire State College for the greatest number of total participants, each with 36 employees taking part in the
challenge. The companies were awarded the 'Steer Head' award for their efforts.

Over 180 individuals registered to take part in the event, including one woman who biked all the way from the City of Troy to the Saratoga County Arts Council building. She, however, was not awarded a trophy.
