Saratoga Springs City Council - September 15

The City Council met for its regular meeting last Tuesday. Mayor Scott Johnson presented the Public Works agenda for Commissioner Anthony Sirocco, who was absent.

All formal voting agenda items were passed 4-0.

At the meeting, County Supervisor Joanne Yepsen briefed the council on the progress of mailing ProAct discount prescription cards to Saratoga County households. While there had been some questions, all were being answered in a smooth and timely manner. A toll-free number (1-877-776-2285) has been established for County residents' questions, and extra cards have been delivered to the Mayor's office in City Hall for those who did not receive them or needed extras for family members who were away from home, at school, etc.

Supervisor Matthew Veitch delivered updates on the progress of the fundraising for a new County animal shelter. An amount of 5.3 million dollars has been bonded for this purpose, and a fundraiser at Saratoga National Golf course is planned for October. Supervisor Veitch also spoke about the wrap-up meeting of the racing committee. While the Saratoga race course meet attendance was down versus last year, the loss was significantly less than had been forecast prior to the meet. The committee members generally felt good about the 2009 meet, which culminated with the victorious appearance of Rachel Alexandra on September 5, and was very optimistic about the 2010 meet's prospects.

Commissioner of Finance Kenneth Ivins presented draft legislation from a committee that had studied transportation issues entitled "Complete Streets" for the other Commissioners to review, with a goal of discussion and potential vote at the next Council meeting on October 6. 

The "complete streets" concept is progressive approach to transportation in which a municipality considers all forms of transportation (including pedestrian, wheelchair, bicycle and mass transit) in addition to motor vehicles when considering new construction of, or improvement/repairs to infrastructure projects such as roads and bridges.

"This (would) create a new direction" said Commissioner Ivins. "The goal would be to create a friendlier city for...transportation other than cars."
