The efforts of the Saratoga Economic Development
\nCorp. is focused on job retention and
\nmaintaining the businesses that already exist
\nin the county, its president told a group of local
\nbusiness people in September.<\/p>\n

At a luncheon at Longfellows Hotel and
\nConference Center, SEDC President Dennis
\nBrobston unveiled the results of an Economic
\nand Fiscal Impact Analysis the agency commissioned
\nto substantiate their efforts in Saratoga
\nCounty.<\/p>\n

He addressed the audience at the luncheon,
\nnoting the impressive impact of the SEDC over
\nthe last 26 years, but also said the agency has
\nto “balance the work we accomplish. Retention
\nand attraction projects seem to come in cycles.
\nYou read about the attraction [of new businesses]
\nin the paper most of the time. We need
\nto be concerned about our existing companies,
\nthat we retain them in Saratoga County.”<\/p>\n

Camoin Associates of Saratoga Springs
\nproduced the study which lays out SEDC’s
\naccomplishments since 1978. It uses as case
\nstudies seven companies — Quad Graphics,
\nGlobalFoundries, Ball Corp., State Farm,
\nAce Hardware, Target and Sepsa\/Albatross
\n— which it says account for 11 percent of
\nthe county’s work force in direct (5,546) and
\nindirect (4,143) jobs.<\/p>\n

“The case studies in the report are tools we
\nwill use to show our potential clients that we
\ncan deliver what we say we do. But that is only
\npart of the reason” for the study, Brobston said.
\nSEDC commissioned it to “quantify the value
\nof our economic development work in Saratoga
\nCounty,” he said. SEDC has helped more than
\n200 companies but “didn’t really have a grasp
\non their fiscal impact other than to say that
\nwe help create over 17,000 jobs and over $10
\nbillion of investment. We need to understand
\nwhat the impacts would be if we were to lose
\nthese companies. What would be the loss of
\nrevenue and to whom?”<\/p>\n

He said the seven companies in the report
\nare just a few, many companies assisted and an even smaller percentage of the over 18,000
\nbusinesses in Saratoga County.<\/p>\n

“But their impact is impressive. And they are
\nhere because SEDC was the driver for them
\nto locate here. Yes, they had to have the right
\nland to build on, yes they had to find the right
\nemployees to hire and yes they had to make
\nsure that the infrastructure was around their
\nsite and if not get it to the site. SEDC was able
\nto be the conduit, the ombudsman to solve
\nthose issues.”<\/p>\n

Brobston said more jobs in Saratoga County
\nmeans more employment opportunities for
\nresidents, and shorter commute times. “This
\ntranslates into better quality of life. Less traffic
\non the Northway to Albany. Greener, too. It also means more property tax revenue, more sales
\ntax revenue when companies grow and hire
\nmore people in Saratoga County.”<\/p>\n

“Make no mistake about it, Saratoga County
\nwill continue to grow. We will build more houses
\nand those houses and the people living in them
\nwill need services. Those people will need jobs.
\nGood jobs.”<\/p>\n

The seven companies and their employees
\ngenerate 5 percent of the revenue that goes
\ninto the Saratoga County budget through sales
\ntax, he said. “Just seven companies employing
\nover 5,500 people and helping other companies
\nto employ another 4,200 indirect jobs have
\nimpressive economic impact.”<\/p>\n

Brobston said the county population estimate
\nfor 2013 is approximately 223,865, an
\nincrease of 4,258 from 2010.<\/p>\n

“How many people moved here because of
\nGlobalFoundries? More people are moving here
\nbecause we have good schools, good quality of
\nlife, low taxes, employment potential, and good
\ncompanies.”<\/p>\n

“It is very hard to replace 9,700 jobs, very
\nhard to replace $480 million of payroll, very
\nhard to replace $17 million of property tax
\nrevenue. Ask Corinth what it’s like to lose 1,600
\njobs in International Paper. Look how long it’s
\ntaken for Mechanicville to see growth in their
\nrail yard? Over 35 years,” he said.<\/p>\n

The SEDC president said economic development
\nofficials need to understand the concerns
\nand problems of existing business and be able
\nto help them remain, grow and invest in the
\nlocal community.<\/p>\n

“This study shows how well we have done,
\nand also gives us benchmarks for our future. As
\nSEDC continues to grow business in Saratoga
\nCounty we will look to support our existing
\nbusinesses, market to attract new good paying
\ncompanies, help our communities build
\ncapacity for future companies to locate here.”<\/p>\n

Brobston said SEDC expects to begin to
\nanalyze the area’s natural gas infrastructure
\nto help business growth.<\/p>\n
