Saratoga Hospital and the Wesley Community
\nplan a $42-million apartment and residential
\ncare facility for senior citizens in Malta.<\/p>\n
The Malta Town Board has scheduled a public
\nhearing on the project, including a request
\nfor a height variance, for March 2. An informal
\ninformational meeting on the project on Jan.
\n26 “went well,” according to Brian Nealon,
\nWesley Community CEO.<\/p>\n
The town’s Planning Board recommended
\napproval at its Dec. 16 meeting. The requested
\nvariance will allow a building height of 60 feet,
\nthe same height as the urgent care facility
\nalready on the parcel.<\/p>\n
Two four-story apartment buildings, one
\nwith market rate rents and the other, with
\nrent-subsidized apartments for low and
\nmiddle-income seniors, as well as a residential
\ncare facility, are planned for a 12-acre parcel
\non Route 67, west of Northway Exit 12.<\/p>\n
The land is in the northern section of a
\n139-acre Saratoga Medical Park, owned by the
\nhospital and the site of its new urgent care
\ncenter. Previously announced plans for a nursing
\nhome on the land have been abandoned,
\nsaid Nealon.<\/p>\n
The market-rate apartment building will
\nbe constructed first, he said. It will be a fourstory
\nstructure with 96 apartments, common
\nareas, a dining room, a media center, and a lap
\npool. Construction will probably start toward the end of 2015. The one- and two-bedroom
\napartments will range in size from 700 square
\nfeet to 1,300 square feet.<\/p>\n
A 75-unit building to house middle- and lowincome
\nseniors will go up next. These units will
\nbe in a different building from the market-rate
\nbuilding because of differing federal and state
\nrequirements for subsidized housing, Nealon
\nexplained. Apartment sizes and accompanying
\namenities will be similar.<\/p>\n
Both facilities are planned for people 62
\nyears of age or older. At least one family member
\nmust be 62 in order for a family to qualify.<\/p>\n
Nealon said he was not sure whether children
\nor teenagers living with qualifying parents or
\ngrandparents would be able to live in the units.<\/p>\n
After the apartment building, the residential
\ncare facility will go up, if all goes as planned,
\nNealon said. It will be an assisted living facility
\nfor seniors needing some assistance but
\nnot a nursing home or skilled nursing facility,
\nNealon explained. Plans for that building are
\nnot yet as far along as the apartment plans, he
\nsaid. It will probably start as a 40-bed facility
\nwith eventual expansion to 80 beds.<\/p>\n
Construction of the first building is expected
\nto take a little over a year, according to Nealon.
\n“We don’t know beyond that,” he said.<\/p>\n
Different legal entities to be created by the
\nWesley Community will enter into ground lease
\nagreements with Saratoga Hospital. The new facility will be built and operated by The Wesley
\nCommunity, a nonprofit agency sponsored
\nby United Methodist Health and Housing,
\nInc. It already operates a 36-acre facility in
\nSaratoga Springs and has had a long-standing
\npartnership with Saratoga Hospital, including
\na primary care clinic operated by the hospital at the Wesley Community.
\nWesley manages the skilled nursing facility
\naffiliated with the hospital.<\/p>\n
When the Malta development is fully built
\nout, it is expected to create some 110 full- and
\npart-time jobs with a total payroll of $3.2 million
